First of all, you'll want to make sure the bush doesn't grow back. When the temp reaches 60 degrees or better, get some Roundup CONCENTRATE and, using an inexpensive paintbrush, paint it on the cut surfaces.
When it's good and dead, it will start to decompose. If you or your husband is strong enough, dig the roots and stump out, or have a stump removal service do it for you. There's a DIY product on the market, but I can't vouch for its effectiveness.

You will need to dig around the stump and cut all the roots going away from the stump. While you have a hole there, you could put a pry bar under the stump and pry it out.

If it is a larger stump there is a product on the market called stump remover. It takes a while but will work with a little patience.

Drill holes in the top of the stump pour motor oil once a week into the holes for about three months then burn it out
