I want to use something that isn't that toxic, but does the job. Dishsoap and elbow grease didn't cut it. It is baked on.

This works great:

Put a cup of water in a 2 cup Pyrex measuring cup, and nuke for a couple minutes...check, nuke some more..you want the water to boil and steam up the inside of the microwave.
After this has gone on for a few minutes the gunk will come right off with a paper towel!!

So you have a husband and children who don't cover items when they cook'em either. I place a Pyrex 4 cup container full of water in the oven and heat for 5 minutes. Then after the water is heated, I remove the container from the oven and spray liberally with "SIMPLE GREEN, all purpose cleaner."
Since the product is a degreaser among other things, it removes everything without so much elbow grease. I'm talking about cheese, chili and greasy stuff. Too bad you can't just put the whole microwave in the dishwasher huh?
The dishwasher is usually my solution to anything that will fit inside, except living creatures of course!

I have used a pyrex cup of vinegar on high for 5 minutes at a time till it loosens.
If the surface is glass etc a razor blade can come in handy to scrape the stuff off too.

Wet a sponge with vinegar and microwave it for 1 minute. Then use the sponge to wipe out the microwave. The steam makes it so that everything wipes off without scraping.

for how bad my kids get the microwave, the steam thing never worked for me (but you should try it- it obviously worked for others).

I resorted to the "Kaboom" spray in a purple bottle- this thing makes EVERYTHING including that under-the-caulk-mold in the bathroom just slide off. Buy it at any lowes, home depot or grocery store- i LOOOVE this stuff! I sprayed it on the microwave and it took 10 seconds to wipe weeks of grody gunk off!
