That's hard to decide. Chi is cute because she's so sweet and innocent. Sumomo is cute because she's so chibi.
I lean more toward Chi because of her sweetness and innocence, though. She seems so helpless because she's just learning, and that makes you want to protect her.
(Keep in mind that I've only seen the first five episodes on YouTube.)

Chi is way cuter! She may not be pocket sized but i love her hair and her cute little ears are cooler than Sumomo's!

Sumomo is a comic relief, her cuteness is meant to be funny.
Chii is the main girl character, her cuteness is meant to be girlish, or in Chii's case, little girl cuteness.
