It is very illegal and not only your host and the FBI but also large gentlemen from the sinned against web site will soon be knocking on your door in the middle of the night!
It is called denial of service DOS. The very large sites know how to stop it.
It is not very easy to do - spam definitely won't do it.

What you want to do is illegal and thankfully it is very hard to do.
You would need to be a very good hacker/programmer to take down someones website.
