This sounds like an interesting project idea! You could definitely perform an experiment with this. Of course, you'd have to find a way to eliminate the influence of other factors.
Most likely, you'd have to do something like ask an entire class, or a portion of it, to volunteer, so that they'd all be taking the same test given by the same teacher. You'd have to do a preliminary poll of some sort, asking students whether they eat breakfast normally, what kinds of grades they get usually, and what kinds of grades they've gotten on the quizzes ON THIS SUBJECT leading up to this test, so you can better compare understanding of the subject as compared to the test score.
Then you'd need to have some students eat breakfast and others refrain from doing so, and compare their test scores.
Some definite problems with this project, however:
1. Different students will study for different lengths of time. One might study for 6 hours and not eat breakfast, and the other not at all and eat breakfast, and the one who studied more would probably do better. In this case, the results would have nothing to do with the meal (or lack thereof)!
2. Many students will be unwilling to have you "experiment" with their grades. Who wants their class grade altered because they participated in someone else's experiment?
3. Many students will not follow instructions exactly, and perhaps won't be quite honest about whether they did as asked.
4. There are so many other factors that will have to be taken into consideration, including the relative intelligence of the students, how well they grasp the material in question, etc.
This project might have to be approached either more long-term, or in a poll format, having students fill out surveys and comparing the results rather than actually conducting an experiment that might harm the students' grades.

it depends how old they are. if you know a 4 grader or around that age, get them to do a math multiplication test. do it without breakfast and with breakfast. make sure the problems are the same, just mixed uped. hope you get what i mean. good luck and great idea for a science fair project!

Its crucial for a child and anyone else for that matter to eat breakfast. A well balance breakfast gives you energy and the brain power to get you through the day . Thats why it is the most important meal of the day. If we are hungry , we have no energy and it makes it harder for us to think . A well balance breakfast consists of a lean meat , grain and a dairy, fruit and/ or vegetable. As do any other meal that you eat through out the day. It is also recomended that we have 2 small snacks between meals , like fruit or veggies , nuts or yogurt.

It is proven that children should eat a good breakfast in order to get the metabolic rate up.
Midway through the morning is reckoned to be the most important time of the day.

I would love to know what you find, but my son WILL not go to school without breakfast.
He isn't overweight, he is actually very tall and lanky for his age (10). Having breakfast is just part of his routine for getting ready for school. I cook him eggs or toast or make a bowl of cereal, but I am sure he would not perform as good as he is at math without breakfast. It just doesn't work for him.

well i dont really know the effects but if you dont feed someone breakfast, then there body wont function correctly and you will probably have cramps and be tired during the school day.
