Best Overall Desktop PC?

Which line on personal computer systems out on the market is pretty decent? Intel or AMD? Windows XP or Windows Vista? Where can I buy one at an affordable price?

I would go with Intel configured with Windows XP. Vista may be tempting but there are too many bugs and security issues for me to recommend it. Most computer companies have Vista computers that are built but you may be still able to ask to Windows XP when building or purchasing one.
