Instead of using WinRar or any messenger service, go to Lycos.com and register a free e-mail address. You can get 3 gigs of storage plus other things, but best of all you can send attachments of unlimited size. All you do is download a small plug-in in Internet Explorer and you can send as big a file as you want. Note: make sure the person receiving the e-mail has enough space in their inbox.

Use a programme like "Winrar" to compress the file. "Winrar" also has the option of splitting the compressed file into segments of whatever size you specify.

For example, If you compress a video clip which is 45Mb. You may end up with something like a 35Mb RAR file. So if your email programme only allows 10Mb per email, you can tell "Winrar" to put the file in 9Mb chunks (4 chunks) and send each chunk separately.

The recipient will need "Winrar" to reassemble the chunks and decompress the file.

If you're just sending it to one person and they have Yahoo Messenger you can use the send file feature on the PM window. Its a lot easier and you can send it all at once no matter the size.
