Most vehicles today have something called a lock-up torque converter. The torque converter in an enclosed unit with impellers on both sides. One side is connected to the engine, and the other side to the transmission. Between the two impellers is transmission fluid. The impeller from the engine side transfers the power from the engine to the transmission via trans fluid, which allows a certain amount of slipage when your vehicle comes to a stop. The slipage prevents the engine from stalling.
When a vehicle has a lock-up torque converter. There is a direct connection from the engine to the transmission at cruising speeds. When the vehicle comes to a stop, the direct link is dis-engaged to prevent the engine from stalling.

It is possible that the torque converter is not dis-engaging. Look on the transmission for a square connector (usually facing the front of the vehicle) with 4 to 6 wires. Unplug the connector and try driving the vehicle. If the problem is consistant afterwards, the torque may need to be replaced. If the problem stops, there may be a problem with the PCM (power control unit).
NOTE: Diconnecting the wires at the transmission may cause the "Check Engine" light to turn on.

Good Luck!

The torque converter clutch is stuck on. The electric solenoid for the converter clutch is plugged up causing it to force on converter even when the solenoid is commanded off. Drives okay in reverse right?

Your Torque Converter Clutch (TCC) lockup solenoid in your transmission should unlock when you slow from road speeds. If it doesn't, the engine will stall.
