The process varies by state.

One way that can always work is putting together a petition drive, and then sending the results to your state legislature. Or having lots of individual people rights letters, which takes more effort, but has a bigger impact. The legislators then have the option of listening to (or ignoring) their constituents. The names and addresses of your local state legislators can be found on your state's website.

Some states (I don't if KY is one) also allow popular referendums. This is a grass-roots movement to put a particular law up for popular vote. Contact your local Secretary of State, who can help you with this process.

Start taking your idea to local state reps. Once you find one that likes it, it can be turned into a propsed bill, voted on, etc and the whole process begins.

You should draft up a consice document setting out the law you are proposing and the reasons why. You could also get letters of support from local constiuents or even start a petition.

First, talk to your state representative. Ask him to write a bill for you. The bill will be submitted to Congress, and if passed, the law will take effect.

You may have to get a petition, though.

Consider if we need another law, and check that there are no comparable laws already on the books. Most stuff is already illegal.
