What is the diameter of the fixture ?
1- 2 or 3 inch (small) - Power off - see if you can lower the platform & socket down to where you can use long-nose pliers to ease it out piece by piece. If the socket is porcelain, is is really tough. Again you may be able to replace it with a new one (put a bit of vaseline on the threads with the next bulb) some sockets are aluminum and some are soft copper or brass alloy and most bulbs are aluminum based and will stick.
2- 4", 6" and 8" hi hats are easier and you can actually remove the two screws holding the socket platform at the proper depth for the bulb. It's a little risky but using another bulb and wearing a leather glove will do the job (if you're lucky). Otherwise see if you can get all the glass out of the socket and using a broom handle type rounded stick wrapped with plastic or rubber tape. (I always got the tough ones and had to use the long-nose pliers trying not to damage the socket.

whats a high hat? Is the bulb broken? I saw on tv that if a light bulb breaks and you can't get it out. Slice a potato in half and stick it over light bulbe and twist.

I always try rolled up newspaper. Stick the newspaper into the socket and turn/unscrew the metal portion of the bulb. As you twist the paper continue pushing it into the socket. It will tighten up against the broken bulb base and turn the base.
