The best way would be is not to have sex at all, but that depends on many things especially the age of the teenager. However, if you must have sex with anyone, use a condom every single time, no exceptions!!!!!!! And as I type this, if you have to ask this question and you cannot even spell teenager correctly then you don't need to be having sex at all!!! Think before you act!!!!

I hope that you are one your self for 1 and for 2 there is no safe way but no way but if you are going to have sex then you need to strap it up. And you need to make sure this is something that you both are ready for. Sex is a big step rather you see it that way or not it is there are a lot more to it the just the sex part so like I said make sure this is what you both want!! GOOD LUCK

3 things,
1-your both ready.
2-you wear condoms so no one gets infected with any thing.
and 3-she has some sort of contraception like the pill or implant or depo jab so that you dont end up with a baby.

Hopefully you are a teenager yourself.
Having sex is a big desicion and shouldn't be taken lightly.

If you decide to have sex go to the local health department FIRST and get condoms and/or have her get birthcontrol (both are supposed to be free at the health department).

first off you better be a teenager your self. if you are over 18 then i have no answer for you, and if you are not theni suggest you talk to the person you will be having sex with and talk about what you two should do.

the only way to have safe sex is no sex! but if u r gonna do it wear a condom and make sure she is on birth control u can get it free from the health depertment

if you are a girl...the major thing to having the least painful intercourse the first time it to make sure that you are very well lubricated...if your hymen is still intact...then you may have more pain, because as the boy pushes his penis in for the first time, this membrane has to tear to allow his penis to enter the vagina...you may or may not have one because of inserting tampons or other things into your vagina..or could have torn it on a bike or horse... (you get the idea)...but make sure that there is enough foreplay...if there is not, you will be dry and he will have a hard time putting his penis in and it will hurt you...
if you are a boy, make sure that she is well lubricated...may sure that her vagina is dripping with fluid to make the insertion of your penis comfortable...you may also want to use som KY jelly to help if you cant seem to make her very wet...please plan on using a condom (be smart and safe) and do not use any vaseline or other lubricants as they can damage condoms and she could get pregnant or your could swap STD's
if you are circumcised then you may not have any pain...but if you are not, make sure that your foreskin will glide easily over the head of your penis (glans)...if is does, then you may be ok...if it does not, then youmay have some discomfort as this is necessary for the penis to glide in and out of her vagina easily
