It look like an originial drawing on an originial character.
However, it look like a girlized robot type drawing, like a drawing of a girl looking like a RX-78-2 Gundam.
Though it's different from the typical girl as a robot, since the robot parts look more like attached to her instead of being part of her.
Her robot parts are the typical robot antennas, the typical cannon/sword, the typical multiple pair of wings (like the ones used by Xenogears, Freedom Gundam, etc), and the typical robot boots.
The overall style is similiar CLAMP's Magic Knight Rayearth and Angelic Layer, with the girl looking like Magic Knight Rayearth's Magic Knights when they are inside their Mashins and Angelic Layer's Hikaru.

It took some doing but I managed to extract the URL from your post. I don't know who she is. Sometimes artists will just draw characters once and not name them.
