I'm no model but a friend/photographer newbie needed me for some shots. She put some eyelinder on me for that magazine spread effect. I have dark brown eyes so when I saw the photos I freaked. My eyes were like light brown.

I notice that with JLo. Sometimes like in some scenes in her movie her eyes are dark brown. Sometimes with the eye makeup her eyes are very light.

It may be less light glare from the surrounding skin, letting you see into the eyes better. What light that would normally be drowned out by the skin around the eyes, is filtered out with the eye liner, and if you have fairer skin, that means less "glare" if you will, off the surrouning skin.

If you are using a lighter eye liner, you may actually be experiencing an opposite effect, the light from the lighter eyeliner may be reflecting off your eye pigmentation.
