im a young teen that play basketball, my **** are bigger than most grown women my stumch is kinda flat it dont come past my belt but its a little jiggaly but yet flat? my hips are big like a grown womans but i have a little bubble booty, do you think im FAT or just PHAT?

You probably just have a larger frame than most, if your family, especially mother, aunts, grandmothers have larger frames, its probably just that.
Its a good thing to have a little extra flab on the stomach being a woman (its healthier going through womanly things such as pregnancy).
I wouldnt worry too much, especially if you are active. Just make sure you are drinking water and eating well

I think anyone that uses to word "PHAT" should be cursed with a thousand tons of jiggly-wiggly fat.
In any case, I don't think fat. Then again, I'd have to have a height and weight to be a good judge of that.
