in the outside corners, take a DARK, matte brown (brown, not confused with black)... and color in the top, outside corners of your lids. This will make the eye shape, itself POP! Then fill in the rest of the lid with a softer tan. After, take a medium/dark brown to the crease of your lid, and dust the brow line with a light beige. Line your eyes with black. CURL YOUR EYELASHES! This is crucial! This will frame your eyes and make them absolutely beautiful. Then mascara them to make them stay curly and pretty. :D

Make them dramatic...
hmmmmm....
I have really bright blue eyes. To make them dramatic I usually wear a semi- dark color eyeshadow. Maybe like a green. Also, wear dark dark black or a funky colored eye liner and mascara. Sometime if I'm in a good mood I use purple for that and it looks stunning.

I have blue eyes too- and what I do is use a shimmery gold all over my eyelid and use black liquid eye liner to line my eyes really thinly. Then I take a brown eyeliner and smudge it to get a smokey liner effect. Then to enhance even more you can put a dark purple in the crease of your eye to make them pop. And use a blackest black mascara!

I have blue eyes as well, and I find if you use a light colour under your brows, it helps make your eyes look bigger, use a brown shade for the crease, light blue/green for your lids, as this helps to make the whites of your eyes whiter. line with brown liner, browns make the blue in your eyes really pop.... then use a bit of white powder at the inner corner of your eyes to add to the effect.

Purple or plum smoky eye would be great on you. Lots of purple/plum liner with shadow smudged over it, and lot's of dark mascara.
