You can get a cell phone starting at 400 pesos- $40.00 USD (a very basic one) to the most sophisticated and advanced ones. The best cell phone company is Telcel, it works all across Mexico and even in the USA, Southamerica and in Europe if you ask for that plan. Telcel works either with contracts (plans) for which you will get a monthly bill, or with Amigo pre-paid cards (cheaper and safer because you dont over use). With the Amigo pre-paid cards calling fees are: 1 peso per minute to another Telcel phone, 2.5 pesos per minute to a cell phone of another company or a landline, and 4 pesos per minute to another cellphone or landline out of the city you are in but within Mexico. International calls vary depending on the country you call to.

Most of the cell phones here are pre-paid. I would suggest you go with telcel, even if you are going to be here a short time, its better than renting a phone. You can get Amigo phone cards about anywhere the cost is based on how much time you want, and telcel is the largest carrier in MX, I have yet to find a place that they dont work. Also, with the phone I have I can get calls even if I dont have credit on my phone. The phones start at about 400/40usd and go from there.

You have your choice of purchasing a variety of phone cards with how ever minutes you want.
