A website that will check my computer for Daylight savings?

And tell me if my machine is compliant?

Doubleclick the clock on your task bar. You should get the Date/time properties box. Simply uncheck the "automatically adjust for daylight savings time" Click apply and click ok.
Then adjust the clock yourself.

Since it is really an operating system issue.. what OS, if it is XP Vista etc. then Microsoft updates is the right place to get what you need.

The issue will wont affect you unless you are running time/date sensitive programs.
