Several possible ideas spring to mind.
- They have unresolved issues that they don't want to face.
- They can get along great on the phone but not so well face to face.
- They still care for each other and can't let go. Hints back to the first idea.
- They were meant to be friends to begin with.
- Good luck and don't let them go till you know they are not the one you should be with. Being lovers with your best friend is the best of all worlds.

It means that they are mature enough to still be friends and leave the past behind them and whatever led to the breakup. My ex-bofriend and I are still friends and I'm friends with his new girlfriend and we all get along great! The reason why we broke up in the firsts place is because me and his bestfriend were attracted to eachother since the first day we met, but it took three years until my ex-boyfriend and I broke up, and now I've been with his friend for 9 years! The four of us even spent New Year's Eve together!

it means your just friends that one of them just doesn't want a relationship but loves to talk and hang out with the other-or they both have feelings for each other but are unsure or unaware if the other person does-or one may be just confused about the whole situation itself!
