Take a picture of the lock and take it to a luggage store or a second hand store?

You can try to pick the lock, but that requires some finesse that most people don't have (including me). Depends on what kind of lock it is, but I can't imagine any way you could open it without destroying the lock or latch. So it's either crowbar or locksmith.

Hmm, try using the stick that goes in the hole on a watch. Or a paper clip. If there are screws on the lock, then un-screw them so the nails fall out and you can open up the footlocker. If that STILL doesn't work, you can grab a hammer and break the door. :)

Good luck!

Bend the end of a paperclip in an "L" shape at the end. Make the leg of the "L" the same length as the key was wide. Wiggling this around and turning it you might be able to pick it. I have done this in the past and it has worked. Good Luck.

The lock pick is easy cheap and won't damage the lock.

Happy Picking.
