you are actually going to have a very hard time finding pants anywhere with a 28" inseam. my dad wears a 29" and has to buy 30" and shorten them at most stores. Once in a blue moon Brooks Brothers or Ralph Lauren, Polo carries a 29". You may want to check out websites like landsend.com or llbean.com as those stores will let you buy non-hemmed pants and will make them whatever length you need.
