l. The place to house the law makers of the area
The place where the records are kept.
The place where the administrators of the other services are.
The place where visiting officials can come
An address to send official mail to.
2. birth and immigration
3. overcrowding in housing, inadequate roads, not enough schools, higher crime rates, lack of services such as sewage treatment, water, and libraries, etc.

1) a capital city has to make and maintain laws. sorry,but that's all i can think of for question 1. 2) a growing industry and better health care. 3) well the first one would obviously be overpopulation. second, poverty. third, increased crime. fourth, pollution. fifth, a possible higher drop out rate.
