Find something like a board and lay that on the top, then put a weight on the can. If they cant lift it, they wont get into it.

Find a different place to keep the garbage - someplace where the squirrels can't go. Generate garbage that is less interesting to squirrels. What are they taking? If it's one specific thing, then just set up a special garbage for that thing, and dump it at work or in a public wastebasket - don't keep it at home.

The solution is in the question. Keep them out!! Trim back any trees and shrubs near your garage and roof. Inspect the exterior and interior for gaps they enter through. If your door does not have one install sweepers externally and internally (available at most hardware stores).
If you have gaps fill them with solid materials. In the case of cements some people mix steel wool into the mix. Since they return to point of entry the steel wool will eliminate them should they chew through it. There are humane traps available in stores and through pest control companies which trap the rascals in spring loaded boxes. I would find the holes and fix them!

Pour some turpentine or mineral sprits around your entrance and along the sides if you don't mind the smell. Ammonia mix also helps which imitates the urine smell of cats.

Tight bungee cord on the lid. Otherwise, a .22 works well!

Mothballs may kill them and would work but try jalepenos and hot pepper and spread it around the ground, it keeps dogs away and works
