Basil likes it warm. You should see sprouts in 7-10 days after germination. Start them indoors as now it is still too cold to plant outside. I started mine in mid february in a sunny window. I placed a plastic baggie over the pot for the first 2 or 3 weeks until the sprouts got stronger. Do Not feed until the basil gets its second set of leaves!!! They will burn and die if you do. Just water until this point. In about 4-6 weeks from sprouts, the basil should be hardy enough and it should be warm enough to start introducing them outside if that is what you want to do. Basil will let you know if it is dry and needs a drink as it will start to wilt. It is not dead or dying, just thirsty. For this reason pay attention to it every day. If you give it a drink, it will perk the plant back up in about 30 minutes.

Basil grows the fastest in warm to hot weather. It likes its soil to stay moist, though, so keep it well watered in the hot weather and it will do well for you. If you live in the United States, it's a bit too early in the year to expect your basil to be growing fast, unless you live on the southern coast or pretty much anywhere in Florida.

Not that long. I normally notice germination activity about 7-10 days after sowing. I keep it covered with cling film to keep the soil moist and warm. After that, once the seedlings are hard enough to handle, I thin them out in various pots. And as basil likes plenty of water, I do give them a drink everyday.

I'll assume you're growing in a pot in your house first. It should take about two weeks for you to see a sprout, give otr take a few days. Lots of heat on the little guys via sunlight or an ordinary bulb will do.
