As long as she puts in on correctly then she should be okay. Make she she isn't pulling her eyelids down and applying eyeliner on inside rim of eye, because that can cause an eye infection. Also, as far as the mascara goes, be sure she gets a new one every 3 months, if she pumps her mascara prior to putting it on then it needs to be replaced sooner. This is because of the bacteria that grows in the tube. Another way you can tell if it is bad (if prior to 3 months) is that it will have a funny smell to it, not to mention it clumps on eyes "spider eyes", and or flakes off once dried.

I suggest that you get her some really good skin care items. Mary Kay has a great line of skin care for teens. It's called velocity. Also, their oil free eye makeup remover is wonderful. Not only does it remove eye makeup but it also conditions lashes.

I hope this helps. Contact me via email if you have any other questions.

6 Tips To Help You Avoid Eye Makeup Allergies and Infection
Many people don't realize that eyelids are extra prone to absorbing makeup, sometimes creating sensitivity to certain products that may lead to allergic reactions. The Journal of the American Academy of Dermatology (November 2002) notes that use of certain cosmetics such as eyeliner and mascara in sensitive individuals can cause eyelid dermatitis, an allergic reaction creating puffy eyelids, itching, irritation, and other symptoms.

The U.S. Food and Drug Administration also warns that, in rare cases, bacterial infection spread by eye makeup has caused temporary or permanent blindness. When wearing cosmetics, protect your eyelids and eyes by following these FDA tips:

Immediately cease using any product that causes eye or eyelid irritation.

Don't use old eye makeup, such as mascara and eye shadow, which might become contaminated with bacteria.

Discard eye products within three months after purchase and first use.

Don't share eye products, which could spread infection.

Don't use eye makeup if you already have an eye infection or eyelid inflammation.

If an eye infection develops, discard any eye makeup you were using at the time.

Don't store eye makeup at temperatures above 85 degrees. Heat can destroy preservatives that help make eye products safe.

No...there's no damage at all. The one thing you have to make sure about eye make up is that it is new and fresh, anything over a year old COULD go bad and cause an eye infection, but it is unlikely...and its unlikely that mascara would last a year without running out anyway.

Just make sure she refreshes her make up supply regularly.

I've been wearing make up since I was 13 and I'm perfectly fine.

Yes its safe to wear, but make sure she replaces the mascara every 6 months, or bacteria can get into the bottle and breed. Then she will end up with an eye infection!

Don't let her wear heaps though!!!

Yes it is safe
just make sure she removes it at night with cold cream/citaphil to prevent eyelash loss.
Psychologically its not healthy for a 13 year old to wear eye makeup

If she puts it in right, there should be no problem unless her eyes are itchy or watery. The question you should be asking yourself is: "Is she old enough to wear mascara and eyeliner?"
