The grass always appears greener on the other side of the fence.
If one percent of a moving-centered population decides to try out something new, is it such a big deal?

The economy is working fine. However some prefer to risk their lives in order to make the equivalent of ten days`wages in one day. IMO that is their choice. Some become cannon fodder to earn their families a pension of sorts. Some lose hands and arms to industrial accidents (on purpose) in order to get a large settlement and move back to a life of luxury (to them) maybe a small hotel out in the country. etc. etc.
Greed eventually destroys the greedy.

Slow growth and corruption and extreme income inequality seem to be linked, but sorting out cause and effect is hard.

They do not have a capitalist system.
Capitalist systems do not have large corrupt governments because governments are not large in a capitalist system.

No real resources. No stable industries. LOTS of coruption.
