In the US- I hate to break it to you, but The Alabama/Florida coast is great. The Beaches in San Diego are nice, but the sand is not as pretty, but their doesn't seem to be as many tourists which is a big plus to me. oh yeah the water is cold, but tolerable. Galveston- I've only been a few times, and It was not so great. In the Pacific Northwest the beaches are HUGE. In Washington state, there are lots of beaches that you can Drive on, and pets are always welcome. The water is freaking ridiculously cold.
Mexico- Baja- Go a few hours south of Tijuana, and you will find Rosarita, and other touristy places, but they are not as crowded as Cabo San Lucas,etc. If you can find a place on the map called Colon, it is very nice, and when I lived in San Diego we used to camp there (on the beach!) Also Baja, but on the other side-South of Arizona- San Felipe (sp?) Is nice, not crowded, good for camping, but they do have hotels around I think. The water is warm and clear, and usually pretty shallow.
In Mexico- (not Baja)- I have only been to Cozumel, but we hopped in a taxi, and said take us away from tourist beaches, and ended up at a very nice, small beach. Not crowded at all. It was in front of a few hotels, which was super convenient as far as bathroom, changing into dry clothes, etc. The only problem there was that at dusk the mosquitoes decide that gringos make good dinner. The hotel people came out and gave us some repellent.
Hawaii has some nice beaches if you like crowds.
Dubai (?) in the United Arab Emirates was super nice, but I was there during Desert storm, so I can't tell you how it is now.

I hate to be the one to inform you that Dr. Beach, who rates beaches around the world, rated two Florida beaches as the best in the world. Both beaches are part of the state park system so no cars are allowed. One is St. Joesph Peninsula State Park and the other is St. Andrews State Park. I have visited both and like both with their sugar sand and solitude.
