I've noticed on a lot of web pages, whenever someone is using quotations ( " ), it'll show up as a question mark ( ? ) instead. What's up with that?

No, it's not my keyboard. I wasn't talking about things I was typing, but rather things written by other people.

Its most likely got something to do with the text conversion of the site or the conversion from your settings. You can try different encodings by going to view--->encoding.
Most common is unicode but you can try other ones to see which one works. Good luck
