Citric acid is quite soluble in water, but like everything, the rate of solubility is controlled by the association of the solute with the solvent. A solid chunk of citric acid would take some time to dissolve because the surface area of the tablet would be fairly small compared to the volume. The use of a binder allows small crystals to be released into the solution as the binder dissolves, aiding the speed of solution. To see if you can make a citric acid pellet or tablet, press some citric acid with a spatula and see if it sticks together. If not, the binder is necessary to hold it together, otherwise you would have to melt and cast the pellets, giving you limited surface area. One other solution would be to have the finely powdered citric acid in a geletin capsule, that is if the geletin wouldn't interfere with the analysis. Sorry but I don't know that specific test.
