It's a contraction of "Hello Governer" from uneducated English speach. The lower classes used this for address to the upper classes.

America has been at war in the middle east for like 10 years. Tons of people have died from all over the world in this war as well. We're fighting 3rd world counties with no real government or military. I don't think an established world power like England or the uk or whatever they have over there would be so easy.

Too many things to mention here. It's cockney slang, and it's been said in hundreds of different tv shows and movies. 'Allo or 'Ello is simply "Hello" and "Govna" is Governor which is used in a similar way as "Sir", or "Mister". Roughly the same as someone saying "Hiya, mister"

Kellogs cereal company just came out with a commercial where a guy in it says "ello govna." he says he likes kellogs because in the middle of the word "Kellog's" there is the word ELLO, and he cites the quote "ello govna." his friends look at him like he's crazy and then the ad ends. maybe thats where you saw it?

Could it be from Oliver Twist? It's simply 'Hello, Governor' in British accent.
