Go to Taipei Main station. Under Taipei Main station you will find many street markets (they are actually under ground and can be accessed via the MRT station.
They sell all kinds of products - DVDs, VCD's, games and so on. After that you can go above ground and check out the stores there are well. There's lots of shopping to be done at Taipei main station - just be careful not getting lost underground as there are miles of streets and markets.
Actually Taipei City Mall is just one of the Malls. There are actually a good few down there - I'd know, I often manage to get lost down there!

Pick up a tourist map when you get here. They will point out all the interesting places to see. There is a computer district here that sells all kinds of VCDs and DVDs, and you can get some REALLY cheap. If you are an American, you will find many others living here. Just ask one of them. We are quite friendly and helpful here. Someone will be able to tell you exactly where to go to find what kind you are looking for.
(You did not say what kind you were looking for. Movies, Anime, horror, etc...)

Shure!!! go to the Quang Hwa market, or to any 3C store, and shop away! Just make sure that the box you buy is dual voltage that means that it will work with Taiwan 110 volts as well as Philippine 220 volts.
Err... if you're from the phils, you might find the local DVD just as cheap. I bought one for 1800P.

Welcome to Taipei.don't worry ,you can find lot of shops here for vcd/dvd. and very cheap.Taipei city mall ,or any music shop in city, morning market or night markets,,, you Can find vcd/dvd.dont worry.....welcome again
