i just wan to find out where can i go and buy taiwan vcd or dvd in taipei? Because i am going to taipei.

Firstly go to Taipei Main Station.
Then go to the underground markets (don't worry they are legal - they just happen to literally be underground)!
Here you will find all sorts of stalls - of course you will find many selling VCDs DVDs and so on!
Actually there's more than one mall under Taipei Main Station. Taipei City Hall is just one.
