I'd be surprised if you could just walk up to a kiosk or into a store and walk away with a free cellphone today, but if you don't mind waiting a couple of days, you can order phones on Amazon.com for 1 cent. Several companies are doing it. We just ordered the Motorola Razr V3i with Cingular service:

List price is $399.99, their price is $0.01, and there's also a rebate of $25.00 that makes your final price -$24.99. It ships for free, too, unless you choose expedited shipping.

The activation fee and service charge would be on your first bill, so you don't have to pay anything else to get started.

(You'll want to read the disclaimer about the Conditional $250 Equipment Discount, in case you weren't looking for a regular cellphone plan.)

Well first off it really depends on what service you want to go with. Usually the free phones are the basic phones with not many features. If your willing to dish out about $20 or so you can get a pretty decent phone. My suggestion is to go to a sprint or cingular store and ask them what kind of phones they have for free.
