Get lip gloss, lip shimmer or even just pretty-smelling chapstick- it's more for your sake than anyone elses. Just find a book on choosing colors for your skintone- for example, on some Asian skin bright pink will make you look ashy, and superlight pink on dark skin makes you look like a Barbie doll.
If you're going to buy eyeshadow, pick light colors to complement your eyes. These are usually pretty cheap, and can be picked up at the drugstore or at target.
If you MUST- (meaning if you already have acne) buy both a topical acne med (like Neutrogena On-The-Spot) and concealer that matches your skin tone. Don't spring for medicated concealer sticks- they are usually way too red and will make what you're trying to cover stand out- lots!
Wash your face twice a day and use a gentle face wash. Use scrub once a week if you must.Too much can irritate acne.
Find out how to use it! Read books on cosmetics, even the Bobbi Brown Guide will help you out. Be prepared, but don't buy too much stuff!
Unless you have stubby eyelashes, don't buy mascara, or buy a small tube for special occasions. Try clear mascara,
Find the wildest nail polish that you can! Match it to your room, outfit, favorite bag, or your jeans. But don't try black nail polish- that doesn't look good except on very dark skin tones, and no matter how Goth you're trying to be it looks horrible chipped.
Tips
Go for natural colors.
Apply red or pink lip tint. It makes your lips look bigger and gives it a tint of color also.
Don't try Lip Venom or any other lip plumpers until you're at least 13- they can give you either no effect (wasting you your money!) or a freakishly poofy pout. IF you really want to, test it on a small spot on the back of your hand. If there is a bump there in a couple minutes (about 10) it works!
Warnings
Don't put layers of makeup on unless you want to have a darkened line along your jaw bone.
Your skin is, ::GASP:: looking the best it will in your life. Find out what kind of skin yours is (dry, combination, oily, perfect) and exploit it! Don't use foundation for anything other than evening skin tone.

Hi I hope I can be of some help to you. Make up can be hard to understand at a young age.
First thing is to always make sure you start with a clean slate. Wash your face with a gentle cleanser like Dove Sensitive Skin Foaming Cleanser or Clearasil Daily Face Wash. The next thing you need to do is to pat your face dry, don't rub it that can hurt the skin, and apply a good moisturizer with spf 15. To take your make up off at night you can use make up removing towelettes. I use Pond's Clean Sweep Cleansing and Make up Removing Towelettes. They're quick and easy, no water needed and have vitamins in them to help your face. Follow with moisturizer.
Make up for a good everyday look:
Should be very light, shimmery, and natural at your age with a little bit of fun to it!
I have the same color eyes as you, have been both blonde and brunette and I'm auburn hair color right now, and I have found that the blue/green hazel looks good and to play up that fair skin, a shimmery light pink, mint green, or lilac color should look good on you. Just apply it on the top of your lid to the crease don't go anymore towards your brow.
You shouldn't need eyeliner yet but a brown mascara or clear mascara will help you with wild eyelashes. Only apply to top lashes.
Take a large round dusting brush to apply a light pink or peachy color blush to the apples of your cheeks. Then dust the same color lightly over your forehead, nose, and chin to give you a dewey glow.
Finish with a lip gloss or I use just regular old chapstick. Or if you want to wear a lipstick, get one that is moisturizing with an spf 15 and is only 1 shade different than your natural lipcolor. Natural lips always look better than shock bright lips, don't attempt them at this age.
Play with all sorts of make up and decide what you like on you! You could try silver tones or gold. I don't suggest glitter as it can cause severe eye problems if it gets in your eye. But Play it Up! Don't be afraid to do test runs but always remember to wash off afterwards and keep your skin nice and healthy.

Use really light make up that looks as natural as possible, a little brown eyeliner and mascara is nice along with a super light eye shadow ... Mac sweet lust is a great eye shadow ... do not use white unless you are going for the white trash look ... practice with different things at home at night and try them in the morning ... you can also go to department stores and look at what kind of colors look nice, then go to the drug store and get it cheaper.

Keep it simple. Mascara, foundation, and lip gloss/ stick is great for everyday. If you want a little more and your parents are okay with this go to a MAC store or a Nordstrom and have them make you over. They show you how to apply everything correctly and know what colors will look great on you. Tell them what you're looking for and what you want. It's a lot of fun and you just have to buy (I think it's) $40 worth of the makeup they put on you.

put on some eye makeup that would mostly bring out your eyes an d for your skin you really don't always need blush but if you want it then you should match yor skin color tih either medium dark or light and for your lips get a nice soft color

use a clear or light lip gloss and brown mascara if you have light eye lashes, my friend uses black and it looks awful, you should probably stay away from eyeliner for now because most people apply it wrong and it winds up looking trashy. try a light pink eyeshadow and you should be good=] don't apply too much of anything or you'll wind up looking really fake.

light skin is perfect for eyes cause you can do alot of stuff.
1. you can put on a lot of eyeliner to make your eyes pop out, but it's a bit emo. see an example at:
