The schools are great, as far as crime goes it really isn't that bad, of course it depends on what neighborhood you live in, it is pretty far from the city and on the Northwest side of Houston which probably has the least amount of crime. As far as entertainment goes it really depends on what part of cypress you are going to live in (some parts are in the middle of nowhere and some parts are surrounded by everything) but there is Willowbrook Mall and Katy Mills Mall that aren't too far away...
I went through the Cy-Fair system and now my sister is and my mother is extremely involved in the system and we have no complaints. Yes Katy ISD is a good system too, but every school district has their problems (My Aunt works at Katy High School) There was one high school in the Cy-Fair school district that was flaged b/c there were a lot of reports of drug use, but it was only because they have a successful program for their students to "rat" on their fellow students.
an article on the issue:

I think their are both equally nice school districts and as far as location goes Katy is to the West of Houston and Cypress is to the NW of Houston.

I have to say that I cannot agree with Ace. Having family that has gone through Cy-Fair ISD, I have to say that it is not a school district that I could put my kids into....and refused to move into when we were looking to buy a house about a year ago. Many of the people that I am in ASL/Translator classes with went to Cy-Fair schools and they have very little to say that is good about the schools. The areas might look nice, but dirty little secrets are lurking in the shadows. Kids from the Alief area have been moving in and that is bringing more drugs, violence, and gang activity into the area. My mother-in-law is looking to move out of that area because the area has deteriorated so quickly. She is looking to move in the Katy ISD area so that my brother-in-law can finish high school in a safer environment.
If you were to live in the "Katy" area, you have better schools...bar none. http://www.katyisd.org
As for malls and entertainment, there is Katy Mills Mall. Memorial City Mall is a few miles east on I-10. I am not sure how you define entertainment, but most people usually end up going downtown, the Richmond Strip, or the Montrose area for clubs and dancing. Otherwise, we have several movie theaters, bowling alleys, bookstores, lots of restaurants, paintball, etc.

A good buddy of mine just moved up there, and another friend just moved out. The friend who moved there moved to Blackhorse Ranch, which is an extremely nice community with homes starting in the $250s. Blackhorse is on the south side of 290 off of Fry Road. All of that area is new development.
My buddy who moved out lived in old Cy-Fair, was class of '77 at Cy-Fair high school, and lived on the north side of 290. His area still looked nice enough, but the subdivision was one built in the early 70s in the days before masterplanning and all that. Big trees, and smaller homes. He moved out of state to pursue family business interests, it wasn't like he had to leave his neighborhood. I guess it depends on where you go.
I don't know of any malls there, but there is a lot of development along 290 west of Telge Road now. I remember back when there was nothing out there but the occasional pasture, but now big box stores are everywhere.
