I believe that they provide design tools, a free domain (a dot com name) and hosting.
Other hosts will charge for domain, hosting, etc.
For a paid service, I recommend Yahoo Small Business (not their Geocities service for personal websites). Actually, you should start out with a free Geocities account if you want to practice first. And switch to a paid Geocities account if your business is really small and you want your own domain name, e-mail accounts, and no forced advertising. If your business is a little bigger, you can move up to a Yahoo Small Business account. Geocities' design tools do not require knowledge of HTML, I think.
You should learn some HTML and CSS. You can learn online or borrow books from the library. For a free HTML editor, download Nvu or Seamonkey. For a free image editor, download Paint.NET. For a free FTP client, download Filezilla. For free web templates, go to Open Source Web Design.
