Feewebs is a great place to start.
They have reasonable URLs and also a template editor. You can get started with them even if you don't know anything about HTML.
If you're into HTML and are able to design and code your own website, you can still go with Freewebs. They let you upload your own files if that is the path you choose.

I've created two with freewebs.com If you decide you want to have www.yourname.com - you have to register. However, you can google and find plenty of places that will sell you your domain for $6/yr. I love freewebs - it's extremely easy and looks awesome!
