For skin, I have heard bathing in tomato juice. He can also soak in vinegar or baking soda water. It is probably an oily substance so I bet vinegar would cut it better. Don't mix them, it is safe but it is ineffective. Soda + vinegar basically breaks down to water after the big foam.
For laundry, tomato juice would stain. Try separately or alternating, strong amounts of vinegar and or baking soda and let them soak in a bucket or trash can (something you can throw away) until the smell is gone...keep dumping the water, rinse with hose, outside away from the windows and repeating this until the smell is gone. DON'T put skunky clothes in the washer!! Have him do this so the stink doesn't spread to YOU, and then he can do his bath.
Of course you could probably just throw the clothes away. And depending on how close you are to your brother, you may just want to shoot him and bury him in a deep hole with his skunk clothes on. Years from now, the potatos from the nearby garden will taste funny. Of course this is a j/k :P wink.

This is simple enough to do, Just use one cup of White Vinegar to a your rinse water this will remove the skunk odor. And as far as your brother getting sprayed on his skin he can use the same method take a bath or shower with some Vinegar, a cup of Vinegar to the bath water if he has a bath if he has a shower tell him to use some on a washcloth before and after he has washed himself with soap, tell him don't worry Vinegar will not hurt his skin and he will feel clean and his skin will be soft, or he can bathe in Tomatoe juice in the bath water, this will take about two cans of tomatoe juice to a bath full of water. Good Luck !

here you go: Skunks spray a strong smelling fluid from a gland under their tail. It is a defense mechanism to repel would-be attackers. It adheres where sprayed and can last for many days. The spray is not easily washed away and instead must be neutralized. Washing or bathing in tomato juice to remove skunk smell is a popular myth. It does have a small neutralizing effect, but is really more likely to leave one smelling of skunk AND tomato juice. The following recipe is effective at neutralizing skunk odor and can be used on people, pets, tires or any object that has been sprayed by a skunk. Note however, that it contains hydrogen peroxide and can cause skin, eye and mucous membrane irritation. Peroxide can also cause fading or damage to clothing, carpet, paint and so on. If you are concerned about the possibility of damage, test it on an inconspicuous portion of the material. Thorough rinsing with water will help to minimize any fading or damage. Mix together: One quart 3% hydrogen peroxide* ¼ cup baking soda one teaspoon liquid dish soap * white vinegar can be substituted, but it is not as effective If washing a pet, keep the solution out of their ears and avoid their eyes and mouth. Wash thoroughly with the solution then rinse thoroughly. Repeat if necessary. Use the solution immediately after preparation. Do not store unused solution. Removing skunk spray is most effective during the first few hours after spraying. also: Step 1: Remove the source of the odor. If your pet has been sprayed, then don't let him in the house until you have gotten rid of the odor. If you do let him or her in the house, you will have to work on getting the smell out of the house. If it is you that has been sprayed, then carefully go in without touching a bunch of things. If your house itself is where the skunk sprayed, then try and get the things that have been damaged out of the house and into lots of open air. It is also a good idea to open the windows. Step 2: Clean the source. This part gets a little difficult. However, the best course of action is to work on neutralizing and cleaning the smell. If it is you, jump in the shower and start there. If it is the dog, then start with a mix of one quart peroxide and 1/4 cup of baking soda with two teaspoons of liquid dish soap in it. This is safe for your dog and will help clean the smell out of the fur. If you have a large dog, you will need to make a larger batch. Wet down the dog, scrub the mix as deeply as you can into the fur (avoiding the eyes, nose and mouth) and let sit for about five minutes. Rinse clean with lots of water. For fabrics, use 1 cup baking soda, 1 cup vinegar, and the standard amount of laundry detergent. Line drying can also help as the sun will aid in getting rid of smells and fresh air is always good. You can also clean your car to try and get rid of the smell there. Step 3: Air it all out. You may find that fresh air can be a lot of help. It is always a good idea to air it all out in this case and let that fresh air come in. You may find that you smell it every now and again. This is because we can smell even the smallest amount of it. Step 4: Repeat washing. If you still smell skunk odor after the above steps, repeat washing the source. This can be done in a similar manner or with just detergent if you wish. Make sure you clean as deeply as possible. Step 5: Change the air filter on the furnace and/or the air conditioner. You may find that you are still smelling it and that is because small amounts are stuck in the air filter of your furnace or air conditioner. You can remove this by changing that filter which will stop the filter from recirculating that smell back into the house.

Tomato juice for him in a bath, and baking soda in the washing machine with his clothes. That is a tried and true old thing that works for killing smells. It works and that's why it's been used for a whole lot of things for so long. Put 2 cups in the wash with the clothes. Then be sure to add fabric softener!

Are the clothes REALLY worth what you'll probably have to go through to remove the smell? I would just throw them away (actually, I'd burn them) and get new clothes.

After trying the home remedies, I found a product called Odor Mute. This worked!. You can probably try your pet store or hardware store to see if they have it. Check to see if it is safe for humans. It worked to elimate the odor on my dog's fur and yard.
