Can Someone tell me what the dominant 7th chord is made up of?

Is it Root, THird, 5th, and flat 7th?

Also does anyone no of a site with all the dominant 7th arpeggios or scales listed?

Here are all the dominant sevenths that you will probably ever encounter:

C7 - C E G Bb
C#7 (Db7) - C# E# G# B (Db F Ab Cb)
D7 - D F# A C
Eb7 - Eb G Bb Db
E7 - E G# B D
F7 - F A C Eb
F#7 (Gb7) - F# A# C# E (Gb Bb Db Fb)
G7 - G B D F
G#7 (Ab7) - G# B# D# F# (Ab C E Gb)
A7 - A C# E G
Bb7 - Bb D F Ab
B7 - B D# F# A

On a separate note, there is no such thing as a "flatted major 7th" or at least it wouldn't be referred to as such. 7th chords use particular intervals to classify them. Here are the ones you've inquired about:

Dominant 7 - root note + M3 + m3 + m3
minor 7 - root note + m3 + M3 + m3
major 7 - root note + M3 + m3 + M3

M3 is a major third; m3 is a minor third.

root, 3rd, 5th, flat 7, Dominant 7th arpeggio from C is C-E-G B flat.

There is a more technecal definition of it referring of V7 or the fifth degree of a scale which is the basis for the mixolydian mode, but for practicing purposes 1-3-5-flat7 is right.
