i would suggest just getting some kind of prepaid kind because usually 13-year-olds don't use cellphones a lot, so some suggestions are tracfone. i would try to stay away from virgin mobile becasue a couple of my friends have had those in the past and they have horrible service and reception. i have had pretty good experiences with tracfone, though! some of the tracfone phones are cool, too. there's some with a camera, some that are flip phones, etc. the website is http://www.tracfone.com

good luck!

Lots of cell phone services, like t-mobile, have a thing where you can get a free phone when you sign up for a service. They are usually pretty good phones, but nothing high-tech like a blackberry so it's ok if it takes a beating. T-mobile phones are pretty durable, but most cell phones are. Go to your local cell store and talk about it, they should be able to help you. Or call in for advice. There are some pretty cheap cell services you can get.

Virgin Mobile is really good for cell phones for younger teens. Theyre pretty nice and they have games and stuff and sometimes you can get them for only like $30 at Target. Plus, its prepaid and you can just add minutes to it whenever you want so that if it gets stolen or lost you wont lose a lot of money. Hope this helps!

I'd get a razr or krzr. They're both smaller and provide you with both great networks and cool features. Plus if you signup for a plan with it's going to be mondo cheap.

Don't do prepaid. That is so dumb. Waste of money.
