The short answer is that in order to increase your pagerank you will need some inbound links from quality websites that themselves have a good pagerank.
However pagerank is not important because what you actually want is clients for your business. To achieve that you will need more than inbound links from quality websites you also need to appear at the top of the search engines for the search terms that prospective clients may use to find services such as the ones you provide.

The bad news is that the website has been built by someone who has no concept of SEO or even webdesign.
Even the coding is bad. According to the doctype at the top of every page the pages are supposed to be valid XHTML 1.1. If you check the home page with the W3C validator there are 215 errors on that page alone! http://validator.w3.org/check?uri=http%3A%2F%2Fwww.dohertyplumbing.co.uk

I suggest you start again with a professional web designer who has knowledge of search engine marketing and user behavior.

First, Google doesn't show pageranks in real time and sometimes goes for months without updating pageranks.
I checked your site and Google is showing 0 links while Yahoo Site Explorer is showing only 20 links. Pagerank is a factor of how many and what types of sites are linking to you, and with hardly any links, it is not surprising that your pagerank is still 0.
I suggest you work on getting more links to your websites. Find directories in your field where you can list your site. If there are directories in your local area, make sure you include your site as well.
Since you are selling a service, your blog is your opportunity to provide fresher content. However, your last post is January. If you can keep the content fresher and more current - and then submit your blog to blog directories and feed services, then you can attract more sites and other blogs to link back to you. And then your pagerank can increase.

You appear to have submitted your site to several link farms. Those kind of links are generally frowned upon and can do more harm than good.
You have hidden links in your code to some of these link farms. Get rid of them.
You have a canonical issue with your domain, i.e. - the domain functions both with and without the "www." You need to choose one and have the other redirect to the one you choose.
You have a javascript call in the HEAD tag which currently says "end hiding elements," leading me to think that you had some other hidden, spammy stuff in there at some point.
You need to add spaces to your page titles.
On a non-SEO front, your web site is completely broken. Hire a professional designer to do it the right way, so that it works on all platforms and all browsers.
The whole thing is a mess, but I'll bet if you spend some time and do it right -- without the link farms and anything spammy -- you can do just fine, because I doubt there's a ton of competition for your keywords.

- the next page rank up dated will be probably in the first days of the next month, because google uptadate pagerank every three months or 100 days and the lastest one google updtaed is 01/20/2007.
try to get more backlinks, the best solution is to post in forums, comment blog,...
to get all your backlinks from google you should sign up with google account and in the webmaster tools where you can add your site map. google will give you all your backlinks.
now you have just 17 backlinks and all are page rank =0 just one page rank=2 which is

Google will review your website at about 3 months. Try to look at MSN and Yahoo. These search engine will indexed your site earlier.

Once you get your site up you need to build inbound links.
Most of the directories online charge a one time fee to review your site and add it to their index. Here are three of my favorites:

The pr of your site is directly affected by the number of outside links pointing to it.... any other answer is wrong. (period)
the fastest way to gain pr is to use automated software to generate backlinks pointing toward your site.
