We are in the process of creating another natural privacy barrier as well.
We are using laurels (very hardy, fast growing, able to trim as a hedge), which are evergreen (and broad leaves - bonus) in our area of the Pacific North West. They are relatively cheap compared to other shrubery.
Buy the tallest you can manage - we are looking for 5' tall not including the root ball. They grow very, very fast. Plant about 3 - 4 feet apart.
If you are planting near a fence, make sure you leave enough room so that you can mow lawn on other side, keep it trimmed so that it does not go over into his yard.
Remember if you prune the top a bit, the sides will branch out. Prune the sides and the top will grow. Soon you will have a nice dense barrier. We did this in another area and it is lovely.
As far as we are aware, there are no bylaws regarding how tall natural plants are allowed to grow.

Depends on your area, plus are we talking first floor, or second. Overall, arborvitae, a fir like small tree, makes a good barrier, for a first floor view blocking. They are prone to having some problems with bagworms, but otherwise stand up good to a wide range of tempratures and soil conditions. For second floor blocking, none of the fast growing trees are safe in severe weather.

why dont you just get curtains or blinds?
but if you want a tree, poplars grow very quickly, although they can get quite large
tough to answer not knowing how big your yard is and the climate you live in, but poplar is probably a good choice.. and theyre not too expensive either
or maybe just put up a sign in your window for awhile saying "stop looking over here, you creepy loser!" thats what id do if i were you

Put up a Chain Link fence and plant Honey Suckle, but you have to watch out for it as it will really take off fast and you will get more than what you wanted.

Alpine currant is a shrub that is hardy and used widely as a hedge. It does well in sun or shade and can be kept trimmed as low as 18 inches or grow as high as five feet.
