We heard all big people are talking about curruption, mischief, misuse. But, really who is the base for these activities.

Look at your question this way.

if someone wants something, they work to get it , because society frowns on theft, and the consequences for being caught, outweigh the benefit of the theft.

But that isn't the only part of the equation. the other part is...What are the chances of getting caught, and what is the reward involved..

another part is, there must be an opportunity for illegal gain.

Most people would steal, if they knew there was no possibility of being caught.

The So Called "Elite" you refer to are in a position to have the opportunity, they are in the position of having the chances of being caught being low, the rewards are usually very high, and the added benefit, of friends in high places, to help if things go bad.

Percentage??? look at it this way, the United nations rate countries based on the amount of corruption. The list goes from the least corrupt to the most corrupt...there is no category for NO Corruption.

Pls. tell me if you somebody is involve in corruption,mischief, misuse then Elite people? definitely no. We all are base for these activities because we Elect the people to solve our problems. when we know one person his background then why we electing him/her as our representive or leader of our team?

No it's not so. Any 'noble' man can become a fraud at any time. I think there is a continuous struggle, a "tug of war" in the mind between doing 'good' & 'bad' deeds; worldly attractions pull us towards bad deeds; fear of God urges us to do good. Our action depends upon which 'side' wins.
