if your computer is not already wireless capable then yes you will need to buy a wireless pc card adapter. one good brand to use is Linksys available at walmart and many other local stores

No, but of you don't already have (or buy) a wifi adapter for at least one of your PCs then you will have no way of using your shiny new wifi adapter. But of course your neighbours might like you a lot for buying them wifi access.
It's a bit like asking 'if I buy a video recorder do I need to buy any tapes?' or 'do I need to subscribe to a DSL link to use my router?'. Technically, no, but in practice all you're doing is spending money on something you can't use.

It depends. If your laptop or computer comes with one, which most laptops sold in the last couple of years have, no you don't need to buy anything else.
But, if you don't have a wireless card, you will need to buy and install.
