The other answerers are right...warm water (you can also add a little baby wash to the water).
I use homemade baby wipes, if you're interested. Here's the recipe:
1/2 roll of Bounty paper towels
2 cups of hot water
2 tbsp of baby oil
2 tbsp of baby wash
Mix the liquid together, pour over the paper towels, pull out the core (the first wipe will come out with the core).
I've been using these since my baby was born (6 months) and they are fabulous. They are a little wetter than regular wipes..which is nice. Some tips: I cut the paper towel rolls with a table saw (it's just easier than using a serrated knife). I keep them in a tupperware container I found at the dollar store.
I hope you try them. I make a batch of them for each baby shower I go to (and include the instructions) and it really impresses the guests.

It isn't recommed that you re-wet wipes. They sell refillable wipes now, you should buy a package of those. But if money is tight get a baby bottle and fill it to 4 onces of warm water and add a teaspoon of baby wash to it than pour over container of wipes and give it a good shake. If they are still dry add 4 more ounces of warm water but no baby soap. this should work, good luck And mady has a great idea there, i wanna try that now, I say do what she does.....

YOu really only need just about 1/4 cup of water to rewet a whole stack of wipes. Have them in their container and put the water on them. Let them sit over-night and my morning they will be plenty wet to use.

Wet with H20... it's the same as if you had no wipes and used paper towels and cloth...
OOOOR. if you are down to the end I always open another pack an stick it on top.

they are cheap enough that you just buy more-the refill package. After the chemical/lotion dries out-water does not reactivate the wipe.

I wouldn't reccomend it if it has been used. Not sanitary. But if you must know, soapy water usually does the trick.
