Bottom third of monitor became bar code?

Hi. I have a Dell laptop and the bottom 1/3 of my display now looks like a bar code or like the progress bar when you defrag a computer. i have no clue how to fix this or even what this problem is called. so i can now only use the top 2/3s of my display.

That may be a video card malfunction. Check with the maker.

Does the Windows logo appear properly ?
Is it the Taskbar ? shrink it to normal size.
Try in safe mode.
Desktop/properties/ settings/advanced
go through the settings.
Troubleshoot.
