Suck the heat out of it quickly.
Ok I was being a smartass... sorry. Freeze some water but keep it in a liquid state by putting it under pressure. Then, when you remove the pressure quickly (like by popping the top off the bottle) there is nothing left to stop it from freezing instantly.

bring the water under pressure, cool it down to minus 3 degrees Celsius its still a liquid! when the pressure is released the water will freeze instantly.

it has something to do with pressure. If you take air out of a glass of water, the water will start to boil to make up for the lost space. Put air into the glass, the water will freeze to accomidate the new air. You need some special equipment to do this though

You never said what volume of water you wanted to freeze instantly, or for what purpose.
