The decision of where to undertake your PhD should never be taken lightly. Research, research and, then, research some more.

First thing I would do is start reading journals and paying attention to the authors. Even if you don't understand everything that's being reported, get a feel for the line of work each researcher is taking and if it appeals to you.

Try to plan which courses you'd be taking. What courses are being offered. Chances are you won't get to take half of what you'd want.

If possible, visit the place and try to get an interview with some teachers.

The best place is where you feel good at and can finish your PhD.
