Have you ever been called by a recruitment agency and told they saw your CV online and they have the perfect position for you, "you should come in and complete the application" Then when you go and complete the application they say, well the company may have a problem that you don't have experience in this really really specific sub-type of sub-section area of expertise.
What's their modus operandi or ulterior motive?
Do they get paid by the number of people they have on file?

Yes a lot of agencies are paid on commission and/or the receive bonuses. They are in the sales business. They have to sell themselves to you, and then sell you to the hiring company.

Whenever I posted my resume online I know that I will recieve phone calls and emails from lots of recruiting agencies. One way to minimize this is to state very clearly "NO RECRUITERS OR 3RD PARTIES". Not everyone will honor this but some will. Also, some job web sites like dice.com allow you to keep your personal information private so a recruiter can only initially contact you through dice.com.

Also, when a recruiter contacts you don't be afraid to tell him/her that you want to know who the hiring company is and where they are located. Many will tell you. That way you can decide if you're even interested in that specific job. If they insist on seeing you first then just explain that you need more details first because you don't want to waste their time or yours should it be a position you are not interested in. Asking this of the agency will quickly reveal who is willing to work *with* you and who is not.

It happens many times that recruitment agencies gives a call telling regarding the perfect opportunity for candidate, but this thing is sometimes not true. The only reason they call to more candidate is to give a more appropriate candidate for the companies.
Still one needs to believe in recruitment agencies, as they have more knowledge regarding the job opening and they more often give a proper expected job interviews.

It is more likely that they are gathering information for identity theft.

Reputable employment agencies deal with companies and advertise for applicants if no one on their files fits the qualifications....They don't surf the net looking for CVs

They want to see you in person and read your CV with you.

Don't answer things you haven't applied to.
and you can't win a lottery if you didn't buy a ticket

it's all the same on the internet.
