Yeah it's Aussie slang. It's basically our version of the lower class, uneducated, often unemployed people. Sort of like our society's equivalent to trailer trash. It can also mean someone with lower class attitudes and/or interests, even if they have money.
It's usually mildly derogatory but Aussies tend to use insulting terms in a friendly way, so being called a bogan doesn't have to be a bad thing. It can mean you are endearingly clueless, unfashionable and unpretentious.
