Connected vhs video recorder via scart lead to 4 pin plug on tv card on PC and nothing is happening. How do I get my VHS videos to play on my PC so I can edit them on windows movie maker and save them to dics????????????

connect this to the back of your VCR

i've been video editing VCR footage to DVD myself, but i have a Digital camcorder with analogue in connection so i just connect the scart adaptor to VCR and a composite cable to camcorder then via IEE1394 to pc and do a pass thru without using tapes

Movie maker will look for a video input when started.
But it may not have recognised the video card.
Try running the software that came with the card!
